The OPEC oil embargo was an event where the 12 countries that made up OPEC stopped selling oil to the United States. The embargo sent gas prices through the roof. Between 1973-1974, prices more than quadrupled. The embargo contributed to stagflation. In response to the oil crisis, the United States took steps to become increasingly energy independent.

From 1980 to 1986, OPEC decreased oil production several times and nearly in half, in an attempt to maintain oil's high prices.

Through the first quarter, OPEC and its members were abiding by an agreement to limit production. That agreement expired on March 31, 2020. At the March 6, 2020, meeting, Russia refused to lower production. OPEC responded by announcing it would increase production. As storage facilities filled, prices plummeted into negative territory.

When OPEC opted for market share over production cuts to support prices, the proverbial bottom fell out. As OPEC continued to raise prices through the rest of the decade (prices increased 10-fold from 1973 to 1980), its political and economic power grew. Flush with petrodollars, many OPEC members began large-scale domestic economic and social development programs and invested heavily overseas, particularly in the United States and Europe.

Oil prices did not return to pre-crisis levels until the mid-1980s. Oil prices after 1980 began a steady decline over the next 20 years, except for a brief uptick during the Gulf War, which then reached a 60% fall-off in the 1990s. Mexico, Nigeria, and Venezuela's major oil exporters expanded their production during this time.

But excessive volatility and general price weakness dominated the decade, and the South-East Asian economic downturn and mild Northern Hemisphere winter of 1998–99 saw prices back at 1986 levels.
